My guess, a massive amount of "Russian Money" through out the network of Right wing super pacs, and R's knew about it. It must be serving as Kompromat, no other rational explanation.

How can they expect Russia to change its behavior over sanctions when they're giving Putin exactly what he wants? Trump is one thing, but GOP Putin apologists have a back story that I hope comes out eventually. Shameful.
